He was a scientist and structural engineer who developed the plastic theory of design. It was a revolutionary method of design of steel structures which gives a lower bound on the collapse load which makes it always safe. Up until that point, design of steel structures was based on elastic theory of design which gives an upper bound on the collapse load.
